It is the late Edo period. Ukiyo-e artist Utagawa Kuniyoshi was famous for his warrior paintings. Publishers demanded that Kuniyoshi only create prints that would sell, warrior paintings, but in truth, he desperately wanted to paint pictures of his beloved cats. Then, Kuniyoshi got his hands on a mysterious talking board, a smartphone from the Reiwa era. Since then, he's been hooked on social media!
